Members of your Lyon County Education Association Negotiations Table Team are:
Dwight Blake, Chairperson Member report for Negotiation Meeting, November 16 and 17, 2011
The LCEA negotiations team and the District met
on November 16 and 17, 2011, for the fourth official session of bargaining.
The parties worked diligently through all the proposals brought to
these negotiations. A tentative
agreement was reached. Ratification materials detailing
the agreements will be distributed at the December 1, 2011, executive board
meeting. Association
Representatives at each school site will then share this information with

District met on September 22, 2011, for the third official session of
bargaining.
There was much discussion about
the details of the issues being negotiated.
The discussions were fruitful in that the District was able to speak
to the concerns of the LCEA and provide insight to addressing concerns
contained within the proposals.
The LCEA and LCSD exchanged counter proposals successfully and some
tentative agreements were reached. At the conclusion of this very
productive bargaining session, the parties agreed to hold the next session
on November 16, 2011, with November 17 designated as an additional date to
negotiate if it is needed.
The LCEA
bargaining team is grateful for the input and confidence demonstrated
throughout these negotiations by our rank-and-file members.
Member report for Negotiation Meeting, June 21, 2011 The LCEA and the LCSD held the second official session of negotiations on Tuesday, June 21, 2011. The LCSD brought proposals to the LCEA regarding matters related to an official Request for Information. Due to the business of ending a school year and the last minute budget funding by the Nevada State Legislature, the LCSD has yet to provide the requested financial information. The LCEA did present seven proposals to the LCSD based on results of survey information obtained from LCEA members. After lengthy discussion by the parties, it was agreed there is much to consider prior to the next bargaining session. At this time the LCEA and LCSD are not able to schedule that date. In a matter not related to formal contract negotiations, the team recommended modifications to the District’s newly proposed 2011-2012 calendars. The calendar approved at the April 12, 2011, Board of Trustees meeting was rejected by the Department of Education. Member report for Negotiation Meeting, May 24, 2011
The negotiations team and the District met on May 24, 2011, for the first
official session of bargaining.
LCEA’s bargaining team opened negotiations by presenting three proposals to
the District. The District
considered the proposals and there was much discussion about the details of
the issues being negotiated. The
discussions were fruitful in that the District was able to speak to the
concerns of the LCEA and provide insight to addressing concerns contained
within the proposals. Tentative
agreements were not reached on our proposals.
The District did not present any proposals to the LCEA at this
session.
Additionally, the recent action taken by the
LCSD Board of Trustees to implement the four-day school week was discussed.
The parties agreed a natural progression of timely events would cause
detailed negotiations on this matter to be conducted in the next or later
sessions. The LCEA, in good
faith and fair dealing, also informed the District that it would have new
proposals in the second session.
The parties mutually agreed to hold the second
official session of bargaining on June 20, 2011.
Member report for Negotiation
Meeting, April 14, 2011
The negotiation team had an
initial meeting with the district on April 14, 2011 to agree on ground rules
and how to negotiate a successor agreement.
The parties amicably agreed no written ground
rules were necessary rather following NRS 288 would be to the benefit of
everyone. Additionally, in that same meeting, the
district expressed a concern to LCEA regarding statutory timelines for
initiating Reduction in Force and continued employment notices to licensed
personnel.
Currently, this deadline for the district is
May 1.
LCEA worked with the district to agree to a
Memorandum of Understanding, which essentially
facilitates Reduction in Force procedure to be conducted as they have in the
previous year.
The LCEA and LCSD bargaining session #1 will be
held on May 24, at 4:30 pm.
